You can get Seed Packs by completing Daily Quests and from other sources like Grow a Garden redeem codes.

As for the event-based Seed Packs, you can get them by simply progressing the event and collecting rewards.

That said, to get a regular Seed Pack for a chance to get a secret seed, head to Eloise's Gear Shop.

Talk to her and select the option, "Show me daily quests."

Complete the daily quests you have for that day to get +2 Seed Packs as a reward.

How To Get Exotic Seed Packs In Grow A Garden

You can get Exotic Seed Packs in Grow a Garden via the in-game Shop in exchange for Robux.

The Shop listings keep rotating and there's a chance of the Exotic Seed Pack getting replaced by things like Exotic Bug Eggs, etc.
