In Hello Kitty Island Adventure, you can find the Teal Scale Mermaid Armour piece in the Rainbow Reef biome that you can access by unlocking the Snorkeling tool.

The Teal Scale Mermaid Armour is located a little southwest of the Comedy Club, where you find Hangyodon.
