In Anime Fighting Simulator X, you can get Observation Haki from the NPC named Ossop, whom you can find in Dimension 2 on Dressrosa Island.
Firstly, head to Dimension 2, open your area map and teleport to the Bus Stand on Dressrosa Island.
After that, fly towards the right side, and you will eventually come across Ussop on top of the giant wall.
Once you find and talk to Ussop, you must complete his questline that requires you to get Chakra Increments and a few items.
Doing so will unlock the Observation Haki in Anime Fighting Simulator X.

You can find the NPC Ossop in the north part of Dressrosa Island in Dimension 2 in Anime Fighting Simulator X.
Go to the quest marker shown in the above map screenshot, and you will find Ussop.

You can use the Observation Haki like any other ability in Anime Fighting Simulator X, that is, by heading to the Power by clicking on the three vertical dots on the left side of the game screen.
